We already pay to a socalled royalty fund anytime we buy recording equipment or recording media.
This was by act of congress and how soon they forget, since they are republican and are for big bussiness only!!!
Any other fees to download, copy or burn media for personal use would amount to theft of our hard earned by the media industry; and all this with the help of congress!!!!
