Yes, but they must be written by representatives who
truly represent the citizens and not just the business interests. Among the things that they must remember is that the U. S. Constitution enumerates only one active duty for the federal government. It is required to protect the country and its citizens from the exploitations of others. Everything else is "allowed".

Now let's go one better. To become a "Permanent" law, the bill must be passed by a 3 to 1 majority in both houses and endure two years without a constitutional challenge. Failure to meet both of these requirements must enact a 10 year or shorter "Sunset" clause.
