Two separate issues
1) The problem of awful looking websites has nothing to do with WYSIWYG editors. Quite simply, people with a loose grip of aesthetic concepts decide to pick the worst color combination in the world to make their website in. This has nothing to do with whether or not you know how to write good HTML, though most people who know HTML and have written several pages usually know that they don't want to use green on black for their website colors.

2) MS Office and similiar tools with HTML creation added as an afterthought are used very, very rarely for HTML pages. After all, if you take a look at the HTML written by Office, you will find that it is 4-10x longer than something written by a good WYSIWYG editor, such as Dreamweaver. Also, keep in mind that it is highly unlikely that someone who uses MS Office for HTML editing really has useful information to publish on a webpage. Most informative, useful webpages are decently made.
