Obviously. If the web wasn't as popular, there'd be a lot less web sites, therefore a lot less badly designed websites. Whether the ratio of good to bad websites would change is debatable, however.

Actually, some editors still create awful HTML, as they create it as the user changes options (so, for example, typing in coloured text in a table cell, then going to another cell and change the colour, the end tag for the first colour will end in the second cell, instead of the first). Programs that have had web page creation tagged on afterwards (e.g. Microsoft Office, Microsoft Publisher) are especially guilty of this.
