I wouldn't

China's military build-up isn't as threatening as it might first appear, because in the long run China wants to survive as much as the U.S. does. It's just a rehashing of the Cold War. More important is China's economic build-up, which could conceivably do to the U.S. what the U.S.'s economy did to the USSR.

That's where you're dead-on correct. We don't have to fear China because, as I said above, China wants to survive and thrive in the long run, and it knows it can't do that if it sparks WWIII. What we have to worry about are those who don't care if they survive, and indeed would count it good if they die, as long as they take their enemies with them. When you don't fear a nuclear armageddon because you see it as the path to salvation, there's nothing to stop you from using nuclear weapons. How do you reason with someone who thinks nothing of their own life and would gladly die to kill you as well?
