The major problem with this idea is that it doesn't go far enough. Recipient control or reimbursement must be added.

The fee should be not less than five cents U.S. and seventy percent of the fee should be applied to the recipient's ISP account balance. If any amount more than $5.00 over the next months charge is in the balance, the full amount of the excess should be remitted back to the account holder. The account holder gets paid when the email is sent. It does NOT have to be opened.

This is NOT an invasion of free speech. This is placing a charge upon direct advertising that has applied in all other forms of direct advertising. This has nothing to do with interference with the free flow of information on the Internet. It does require that advertising be paid for and that the funds go to the person who is the most inconvenienced.

This could be the beginning of totally free email.
