FISA was not given oversight. Only _select_ members of Congress were briefed, and then given a gag order. Not all of the members briefed were convinced of its legality. Congress, before Sept. 14, struck out writing in the powers granted to Bush which would have allowed freewheeling wiretaps. Even some of his fellow Republicans are kind of wary about what is going on. All of this evidence points to a serious lack of oversight, hence the pending investigations and lawsuits.

If the NSA and Bush are proven to have actually only wiretapped people telephoning known terrorists, then in the future, if they want to avoid investigations into their actions, they should bloody well just let FISA do what it is supposed to: approve of executive wiretaps against American citizens.

Why did Nixon? Why, during the Cold War, were many innocent citizens hounded?
