I missed this one.

Do you recall this:

"And chief among these is the issue of ICANN's budget for 2005. Coming in at $15.8m, it is an 91 per cent increase on last year's $8.27m. Needless to say, this has raised a few eyebrows and even more hackles."

This was where ICANN wanted to increase its fees but the registrars were having none of it.

So it looks like via this contract they can levy fees to the registrars, and Verisign will extract it as part of their bill to the Registrar. No pay, no domains?
