So basically, Verisign can see who is interested in ordering an expired domain by monitoring the whois queries, so it knows which domains not to release for sale to force people to bid on them, minimum bid $60. Yet this is dressed up as a good thing?

Plus a hefty price increase on the basic prices.

"VeriSign must pay a lump sum to ICANN that will begin at $6 million and increase to $12 million over the next two years"

And a kickback for ICANN.
