Restricting content that is "harmful" to minors is inherently dangerous. Who says what is harmful and what will be considered harmful in the future? Perhaps it will be decided that islamist websites are "harmful", maybe pro-gay websites, maybe pro(or anti-) abortion websites, perhaps comunist websites, or libritarian websites, how about republican(or democrat) party websites? How about pro gun ownership websites. Abstanance only advocates would likely consider contrceptive websites harmful. etc etc.
I think this particular law restricts it to "harmful" sexual content, but its easy to see how future laws may expand to any "harmful" content.
