They would have to put in a bypass for adults
I agree with everything you said, except I would like to add one thing.
They should have a password or something that an adult can put in, if they want to go to adult oriented sites, in order to bypass the filtering.
Maybe a prompt that pops up and says "Enter your adult password now if you want to go to this site."

Really though, they are getting too up in arms over the pornography thing. I was reading Hustler (though my parents didn't know) when I was 11, and I didn't grow up to be some monster or have problems with the opposite sex.
In fact, I am MORE tolerant of women than most men are.
