They mean that only comertial web sites were monitored.
John, you are just despirately looking for some good arguments on why this study should be wrong because you work for Microsoft. Microsoft's development cycles are just becoming too slow. When IE7 will come out the web will already have changed again and this is where Opensource just adapts much faster. They don't have to consider on how to force people to upgade to a new version of their operating system, for comertial reasons, just in order to get a webbrowser update.
