No, not quite right?.
While China does a massive monitoring and censoring action within it?s borders, it has also instructed Microsoft to censor/delete certain files/information contained on it?s (Microsoft?s) servers located within the U.S. This action Microsoft has complied with in order to insure it?s continued ability to conduct business within the borders of China. So it seems that a lot of the ?right of freedom of speech? rests within the bounds of the ability to make a buck! The ?freedom of speech? depends upon the $cost$ of doing business where the ?freedom? is questioned. Who will ever know how many other companies have been ?quietly? encouraged to ?censor? their U.S. based content by other nations?
