A case in France over Nazi memorabla highlighted a govt's intention to set borders on the internet, to have the company itself block content from entering its borders, though one might put that responsibility on the country itself since its the law of that land, not necessarily the law of every country. It's a tricky digital divide. If you operate within the borders of a country, especially if you have a brick and mortar office that they can knock on the door, you are often subject to the law of the land, not the law of the parent office. MS may have taken too much of a preventative measure, but maybe they didn't expect much govt support, not like the EU was gonna fly to their defence.
