Doesn't sound like they're making a search engine
$100 million, $885 million? Doesn't sound like they're making a search engine, sounds more like they're pumping a hidden subsidy into the companies concerned.

If they really wanted a search engine they'd offer a $1 million prize to University students to write one, and a couple of Japanese students would write a tight efficient engine for them.
