Part of the reason we did not know conclusively what the status of possible WMD programs in Iraq was, is because the Iraqi government refused to allow UN inspectors access to do their jobs. Around 1998, many inspectors left as a result. As conditions for the cease-fire from the first Gulf war, Iraq agreed to certain sanctions and monitoring. Not allowing it should be begging international action, for one thing; but also should give some indication of why there could be doubt about the existence of WMD.
