Let's agree that well qualified, trained and competent professionals dedicated to the specified job would be best suited. Let's consider that Ph D, Certification, experience, performance, quality of deliverables (and some more) to be the means of assessing that suitability. Since we are all interested in the results, let's agree on how to evaluate the results and apply the same. Then we will know which weighted combination of means yields maximum authenticity or reliability of information sought.
In addition, we can apply periodic review and assessment by members of community, peers and any agreed body of experts which are eminently feasible over the Internet.
Digital Universe is an alternative to Wikipedia for evaluation. Let the evaluation reveal which is better.
