This is a good idea.
No more free for all with disinformation whether it is a joke or malice. You get the contributions of the public and a expert core that approves of it before lockdown. This is a lot like Mozilla. How successful do you think Mozilla would have been without the core (experts)? Could you imagine the source code edited by anyone at anytime. There would be no consistency. The Mob does all the bulk work and the PHDs in their area tweak it for accuracy.
