Clarification needed.
This article does a good job naming the players and discussing how they feel about standardizing how counts are maintained. But why is there a difficulty?

Seems that two key numbers are views of fully loaded pages and clicks on a given ad. Assuming that these are technically feasible, and the news article appears to imply that they are, then what is the problem?

I'm guessing that the problem may involve unduplication of the unique viewer count. But if someone clicks on an ad for a different site, isn't that person a unique viewer of both sites?

In short, this seems an article about a conflict rather than a problem. But considering that choosing among solutions to the problem appears to be he source of the conflict, the author has left out the brief, key paragraph that would make the issue clear.
