simple economics
Hollywood has far more to gain by eliminating fair-use than by eliminating piracy. Piracy actually steals very little from their bottom line (as a % of revenue, not as a raw statistic) but fair-use is practically unlimited. If Hollywood could start charging for all the content "lost" to fair-use they could afford to allow pircay continue unchecked and hardly notice.

This is why all anti-piracy initiatives actually prevent fair-use rather that really targetting piracy.
