Simple answer
Make it a manditory 6 month waiting period before you activate a domain. In that 6 month period they should be verifying the information. If it checks out let them on if not keep them off until it's right. There doesn't need to be a country law. Just a standard. No one needs to get put in jail because of it. It's as simple as just verifying the information.
