The truth
The truth of the matter is that yes, it is very do-able and no, it won't increase costs too much. The reason the cable co's don't like it is the extra paperwork needed to pay the channel providers. Today, they pay a set amount to each channel provider - with this change, they would have to account for each and every subscriber that uses the channel.
