Reasonable Questions
The purpose of ?Search? is to ?Find?. If ?Search is No. 2 Activity? it would be interesting to know:

1. ?Search Time?ST ? leading to an ?Acceptable Find?
2. ?Futile Search Time---FST? leading to ?Giving up Search?
3. ?Usage Time UT?Reading UTR, Downloading UTD, Working on UTW?? what is found acceptable

For the user the objective would be to minimize the average ST and FST for a desired Precision and Recall.

For that to happen, the ?Search Service Provider? must also have the same objective. But, there is a conflict of interest. The Ad revenue depends on users not finding what they seek and having time to read and click on Ads. It is possible that an ad-free version of search service may emerge---for those who value precision and recall and are willing to pay (micro payment per use with a moderate membership fees).
