#1: Kofi must be short on money if he wants to introduce a tax (Remeber oil for food/(weapons))
#2: Why would we want to pay when the US manages it very well for free
#3: I don't see how a tax would promote the internet in the 3ed World, where the people anyhow do not have a lot of money. The next step would probably to demand that the "o so rich westen countries (= US)" pay for the "poor and disciminated" countries.
