Hear hear! Well said. I'm surprised there aren't more comments here. Perhaps because spam and virus filtering has been such a boom for software developers in recent years. If we were to implement an already well developed publicly-owned authentication strategy, then spam would vanish overnight, and along with it, quite a few email security companies. Why has there not been wide-scale adoptation of OpenPGP, or even AMTP? Because there is not any short-term profit motivator. The entire SMTP system would have to change in one day. What is needed is a motivator for email admins to run two systems, SMTP + the new Universal Email Authentication Protocol (did I mention OpenPGP? hint hint), then a deadline to migrate all users to the new system.
