If they'd made the first step, they would have found that a few EU ISP already had a proposal for a distributed IP allocator ready, that would remove the need for a root and would have left day to day running in the hands of ISPs with piers enforcing the policy. Even if they didn't opt for that, under IP6 they could have allocated each country a chunk of IP addresses, e.g. 44.* for UK, 1.* for USA and they could allocate their own (or defer to whatever organisation they want to allocate the IP) together with their own DNS extensions. Again leaving implementation with all the ISPs of the world and letting them set policy.

This is how the telephone system works, ITU sets policy, the implementation is in many different organisations at country level, so no one country can mess around with it.

The problem with leaving policy and implementation with ICANN, is ICANN will inevitably make the most complicated system possible, because the more complicated, the bigger a job it has, the more money it can demand from the worlds ISPs.

There's a interest in ICANN to make complexity where it doesn't exist, because complexity needs management and management is ICANN's means to exist as an entity.
