So, if I understand this correctly, if the roots were split, here in the US I'd have a hard time connecting to anything outside the country?

I couldn't connect to sites in Russia, China, Singapore, etc? And they couldn't connect to US servers?

Fantastic!! I never go to sites hosted there, and all I ever see originating _from_ there is 100% Spam. Sign me up for the split root petition!!!
