Split the root up
Give everybody what they want. Total and absolute control of their own root network. Then watch the fun!

Seriously - there is no reason for the U.S. to relinquish control of the root network - especially to the UN. However, it would be a lot safer to the U.S. if everyone else just buggered off and went somewhere else - for example the commie thugs in China whom spend a substantial amount of money coming up with ways to commit cyber warfare ought to segregated into their own space.

If interop is the issue - huh? Okay. Let the vaunted UN set up a commission to allow the various roots to communicate. If that crashes (a likely scenario considering the lack of any kind of ability beyond corruption and thuggery and diploweenie rule making in the UN) the various roots would still be able to conduct business - in that I would be very surprised if the EU root network would not find a way to ensure connectivity with the US - same for the Japanese.

The real benefit - all kidding aside - would be a break up of the various root networks would allow for some serious competition.
