In other words, they were too busy protecting the twin cash cows.
Well, actually, they were hoping to keep the web dumbed down by not doing any updates to IE, then the hope was that people would jump at the proprietary web services protocols and apis in Longhorn, and, bingo, another 10 years of lock-in and record profit margins. But, Longhorn years late, Google, AJAX, Firefox, OpenOffice, and other factors rained on that parade. Now with Longhorn still a year off, and any kind of addoption another year out, the posibility of people biting on the proprietary web service apis and protocols in Longhorn is dimming.

And, the fear that they did NOT list in the memo was the posibility of a killer api or interface for Firefox that would drive adoption above 50%. Google is pushing Firefox hard since they realize if Microsoft can continue to own the browser, they will eventually use that to screw Google.

And, another fear they did NOT mention was OpenOffice getting a critical mass, and wholesale adpotion by governments.

But, then again, if Microsoft can get just 5% of sites to use the proprietary technologies in Longhorn (back ported to XP) to create rich web applicaions, they will win. Who wants to be excluded from 5% of websites???

This is exciting!!!!
