Yes it does. MS's libraries obtained permission from the publishers. No lawsuit will be formed.

MS is always in it for the money. But MS is doing this the proper way.

Tic:
Wrong. Whenever there is money to be transacted, a deal was struck. So some of that money is going back to the publishers thru the Open Alliance. MS doesn't have to jump on the Google way of doing things if it is ruled fair use which it will not. They already paid for their permissions and are tired of being tied up in court and want to make money.
