Public Domain means you can do whatever you want with it
Sure MS can charge, just as a book publisher can charge for a copy
of "Romeo And Juliet".

One would assume that where these things are being done with
libraries, the library would make the copy freely available.

But even so, having access to works that were previously hard or
impossible to find is a good thing, even if you have to pay for it.
