What's he is getting at is that he believes Google is in the right and they will wait and see what happens there before they decide to go that route or not. So basically let Google fight for the right to do this and if Google is successful they follow suit if not they continue as is. Smart move for a competitor to do.
As for Microsoft it's not that they are saying give it away but make it usable for others. It's like posting the specification for Windows for developers to use to make apps but not giving Windows away for free.
