Just because it is in the public domain ...
... does not mean it is or should be free. the cost of digitizing the book is only one of the costs associated with publishing it via the web. There are storage and bandwidth costs. On a project this big they are fairly substancial. Microsoft and Yahoo for that matter are businesses. There duty is to provide a return on the investment stockholders provide. They will and should charge for their services.
