.xxx would not be enforceable
I doubt the .xxx domain could be enforceable - who is to guaruntee that all porn would move to .xxx? Porn has always been trying to override filters, I doubt they'd willingly head over to the .xxx domain and make themselves easier to filter. It would be a pretty useless domain.
