The FTC should invoke similar regulations of the Railroad industry where since they are a critical aspect of the US economy as well as society as a whole, that none of the separate railroads can go on strike or disconnect from one another and must resolve issues through formal binding arbitration.

A similar set of regulations prohibit telephone companies from disconnecting from each other over contract disputes. Also consider the electrical power grid: power companies are prohibited from disconnecting from the grid.

While no one really wants government intervention, this particular case illustrates that the internet industry has lost its capability to self regulate itself. Federal binding arbitration would solve a contract issue while preserving connectivity.
