The headline is correct..
While I agree with your VoIP point, I think this disagreement Does show how fragile the internet really is. Granted, nothing "broke" to cause the blackout, but considering that most people (non-techies and quite a few techies too) see the internet as an infallible entity, this feud shows just how easy it is to hobble internet traffic.

Yes, the internet is, apparently, fragile.
