This is a little different
This is a peering arrangement where both ISPs benefit even if one ISP is a little smaller than the other. Most of the time, these ISPs are co-located in what they call Peering Hotels where all their critical routers are located in the same building. At that point, it's pretty much just a local fiber cable run within a building so it really isn't skin off any one's nose if some ISP initiates more traffic than the other and it probably varies from time to time. Peering just makes a lot of sense to both ISPs.

It's hard to say who's bigger and who's smaller here, but they should be able to measure which network is hosting more of the services than the other.
