MS had OEMs sign an agreement that they would still have to pay MS for an "MS OS install" (DOS) even if the OEM wanted to/decided to include another, competitors OS.

Instead of the price of only 1 OS (brand X), OEM could not justify paying for 2 (brand X plus MS) even if they were only going to use 1.

It became know as the "MS Tax". (charged and paid to MS per computer out the door even if it didn't have MS on it)

(and they had little choice... agree and sign to MS's terms or go out of business)

IBM was also threatened and had it's Win95 license delayed because IBM wanted to include OS/2 on it's machines and MS could not stand the competition.

So, threaten licenses and/or charge a different rate, either way, MS wields the sword.
