This could be handled with fleets of little solar powered blimps
that could be deployed within 8 hours nationwide, so that all people involved could use the same cell phones they were using before the emergency, and redirrect the old land line numbers to cell phones. Of course all cell phone operators and phone companies would have to cooperate. I don't see how this would cost 5 billion though. Maybe they are thinking to give the contract to some of Cheney's friends??
