I still prefer my 'print filler' idea
I still prefer my print filler idea.

It was based on the idea that newspapers have small ads and they have 'filler' - they never totally sell out the small ads, so they either repeat adverts from previous days (at no profit) or they stick in these filler blocks.

The idea was to let them open a Google account and take Internet adverts for their local region and use them as print filler at the last minute.

The URL would be a short Google one, e.g. google.com/FlowersQ4
If a visitor goes there, it is equivalent to a click on a web advert. If the advertiser has since withdrawn the advert, you show a search result based on the search keywords instead. Newspaper or magazine gets adsense share of revenue.

I still prefer that version of it because it fills an existing need - dead newspaper space, although I can see the benefit of reselling small ad space to clients not in the local market.
