The thing is, computers are ok to use, but there are a lot of issues in using a computer instructionally that aren't there if you are doing the traditional thing like using books and (dare I say it) reading them.
However that aside, I'd say the fundamental issue is that computers actually don't offer that much more (if anything) than books and a teachers do, and in fact I'd say that teachers and books are more effective than computers. I'd also say that in my experience that students are more and more tending to use the computer as an "administrative tool" as the teachers appear to be doing; word processing stuff etc. They're not using them in an "instructional" sense any more than their teachers.
