Civil Service Syndrome
-- also known as CS Syndrome. The employees are not required to be stupid to be gov't employees, but just to follow the book, thus ensuring their longevity of employment. Sometime around 1960, the failed Vanguard rocket was nicknamed "Civil Servant" because "It won't work and you can't fire it."
