Why not Require 911, even without an account?
Cell phones work to call 911, even if they are not registered with a provider. If the FCC wants true equality, why not require all VOIP phones to call 911, even without an account. Maybe presenting it this way will get them to think about a national 911 call center for roaming users.

To disconnect service because of non-registration seems so backwards compared to the mandates of the wireless industry, where I can take any old handset and call 911, even if it was never my phone. Battered womens shelters often distribute old phones for this purpose. How does disconnecting service help in an emergency? If the FCC gets away with this, mark my words, someone who was disconnected because of this ruling will need to call for emergency help, may even have the local number to use to call the correct call center on the phone, but because of this ruling ends up dead.......
