Most spammers ARE in the US juridiction - in fact a extremely large majority of them, and those that count for more than 95% (may be more...) of ALL the spams received in US and worldwide.
Spam is really an American problem also affecting LOTS of businesses and people in US, and it's incredible that US law enforcement lets all these spammers continue their illegal business.
Just look at the SpamHaus ROKSO records, and you'll see that almost all records are tracking US spammers.
The only problem for now is that US does not recognize the proofs of activities collected by independant organization like SpamHaus, or by foreign countries, even though US Security Agencies DO know that these reports are exact, and can effectively verify and confirm the proofs collected in various areas worldwide.

Please US, solve YOUR OWN spam problem before even giving lessons to other countries (China, for example, has dramatically reduced the number of spams sent from unsecured areas, to comply to rules edicted by US and other countries, but I doubt it will continue its costly efforts, if US does not effectively makes its own efforts to fight against the plague hosted on its own soil by its own citizens).

Also massive spam is nearly inexistant in Europe. This should be medited in US, because it shows that security of networks are better managed in Europe than in US:

ARIN for example has still a lot of work to do to complete the effective closure of lots of its IP address holes, and to verify its WHOIS database. IT could take RIPE NCC works as an example of excellency in management of its databases. It's significant that the new African NIC is already adopting the tools and methodology of RIPE to get the same level of excellence in network administration.

Such excellence in network resource administration is the better cure to prevent massive spammers to act from Europe because they are very easily (and fast) located there. US should do the same, and at least it should require that ARIN enforces its security too...

If ARIN fails to do that job, US can still create an independant national agency that will act as a LIR on behalf of ARIN, and then request to become the only agency for US, so that all network resource registered in US will be verifiable by an US organisation operating under US laws. Then this US LIR could start a ERX-like process to transfer the management from ARIN to the new US-only LIR.

For now, seen from abroad, US is the spam haven, and the place of absence of rights and obligations, a out-law place...
