Most likely the music companies are clueless here but for this to work it has to be a system of finding music you can't buy in the store or find easily even on free P2P.

Back in the day of Napster you find any old song you wanted. It was there, someone had it. A pay system would work like a charm for this.

As for mainstream music it's just too easy to get from free. It's all over the radio and with digital radio you can record perfect copies any time you want.
