I think you are totally confused. the subject was eletronic filing of patents. It looks like you are thinking about the patent search system. Of course that will work with any browser.

The PAIR system for checking progress of your applications is more picky, but in a weird way. On my current laptop it will work with Netscape but not IE or Mozilla/Firefox, but it seems to vary from machine to machine. It also works in Win98, so I suspect that the eFiling software might too, they just don't say so.

The current electronic filing system for patents requires IE to be installed, I think, but I don't think you actually have to open IE to use it. As for the new system, I don't think the article said it would be IE only.
