Stupid idea.
Arbitrarily restricting the release of music in certain formats will do nothing to promote legal channels.

Say, I want to buy song X.. but song X is only available from iTunes - which I won't use, because the sound quality is significantly degraded when I put it on my portable device (going from compressed format to compressed format is never a good idea)... but it's widely available on filesharing networks as an unencumbered MP3 file.

What should I do? Buy the track from iTunes? Wait weeks or months until the "window" opens for CD sales of the track? Or download the song from a filesharing network?

I'll bet many people - even those who would normally buy CDs - would go with the latter.
