It wasn't enough, but..
better than nothing. Follow my logic.
A settlement means that it's a good agreement for both sides. To settle with a spammer, means that the spammer can live with the settlement. Since they were initially trying to declare bankruptcy, probably afraid they were going to lose everything.
Losing everything is what will stop spammers. If they make 15 million spamming and you take 7 million away, where is the deterent.
Maybe I should make 10 million spamming, and plan on settling a 7 million lawsuit.
(good try, but I don't like lawyers)
