An easy solution to the format problem is
to use ASCII rather than a dedicated word processor format. Double-byte code can be used for that which can not be represented in ASCII.

Project Gutenberg has been digitizing what it can, The rediculous copyright extensions of the last 30 years have been a major hindrance, though. They have expressed the fear that much which should be saved will be gone before the copyright would expire allowing it to be saved.

Pictures or other graphics will require a lossless format.

One solution that should be easy to implement would be to place an open source operating system module on a DVD that would allow viewing the DVD.

This would have a problem with only those computers using a BIOS that requires a Microsoft OS and refused to load all others even into a RAM disk or to run from the DVD/CD ROM
