Ongoing process
Then you're changing the project, going from an archiving to an
ongoing process of continually copying and recopying the same
material. When you're talking about millions of books, it turns
into a big deal. Once you stop continuously re-copying, or you
lose your funding, your archive is quickly useless. As opposed
to keeping it on paper, where it will be just fine for a much
longer time with no re-copying.

Of course you then have to deal with things like storage space
and access, but no solution is perfect.
